Mr. Oscar E. Soto is the managing partner for the firm whose practice focuses on representing clients in all aspects of Construction Law and Litigation. He serves as legal counsel to numerous property owners (public and private), developers, contractors, subcontractors, design professionals, suppliers, sureties and insurers throughout the State of Florida.

From 1988 to 1997, Mr. Soto was affiliated with one of Broward County’s oldest and most respected firms, Fleming O’Bryan & Fleming as an associate (1988 to 1993) and later as a partner/shareholder (1994 to 1997).

Mr. Soto was a member of the Florida Bar’s Client Security Fund Committee (1999 to 2005). Mr. Soto is a member of the Broward County Bar Association’s Construction Industry Law Committee.

Mr. Soto was active in the Guardian Ad Litem program of the Broward County Courts from 1993 to 2003. He is fluent in Spanish and resides in Fort Lauderdale with his wife, Angela, who is also an attorney and member of the firm.

*Certification is the highest level of recognition by The Florida Bar of the competency and experience of attorneys in the areas of law approved for certification by the Supreme Court of Florida. Every board certified construction lawyer has practiced law on a full time basis for at least five years and been substantially involved 40 percent or more in the area of construction law during the three years preceding application.

  • Oscar E. Soto, Managing Partner, has represented the School Board of Broward County for over 25 years as construction law counsel in the development and administration of its Construction Manager, Total Program Manager and related design contracts utilized to construct projects valued in excess of 750 million dollars.

  • Mr. Soto was selected in 2020 as the lead negotiator for the School Board’s next generation Program Manager with an expected program value of 1 Billion dollars.

  • Mr. Soto has also represented multiple Public Entities in alternative dispute resolution, claims management and litigation in State and Federal Courts throughout Florida.

  • Primary Outside General Counsel to multiple businesses with collective revenues exceeding 500 million in revenue. Services include: Contract Development and Negotiating, Employment Contracts, Business Planning, Alternative Dispute Resolution and Acquisitions.

  • Over 300 projects managed and resolved favorably including multi-million dollar claims for: defective work, delay damages, design errors and omissions, cost overruns, and loss of profits, and inefficiency.
